Full-frame replacement removes the existing window frame and sash so the opening can be assessed. Agree on the removal extent, selected installation system, water-management details and finishing responsibilities before work begins. Ask how newly exposed damage would be documented and how any additional repair would be agreed. The method and scope depend on the opening and surrounding construction; this page does not establish that your property needs full-frame work.

The page lists in-kind window replacement and in-kind exterior door replacement, at the same size and location, among the projects eligible for over-the-counter review through the PermitSF portal, and separately says that new windows or exterior doors in new locations are among the projects that need plans.
